It is a harder choice if you need dozens of senior AI or GenAI specialists at once, because those pools are still small.

In gross annual salary, from our 2026 survey of 5,107 technology professionals: a software engineer is approximately €29,000 junior, €70,000 mid and €91,000 senior. Java and product management sit at roughly €32,000 / €77,000 / €100,000, Python at €33,000 / €80,000 / €104,000. AI/ML engineers are the highest-paid segment at about €46,000 / €110,000 / €143,000, with data, technical and solution architects close behind. Manual QA is the most cost-efficient at roughly €17,000 / €41,000 / €53,000. These are salary figures; total employer cost depends on the employment structure you choose.
How long does it take to open a center in Romania?
From delivered projects: 90 employees in nine months for a technology center built from zero, leadership first and fully remote; 60 people including a five-person executive team in five months for a GBS center; 450 people over 24 months for a NOC and multilingual support center. Who will we compete with for talent in Romania?
Everyone, across industries. Global technology companies including Google, Microsoft, Amazon, Adobe and UiPath set the benchmark for stack, culture and pay. IT services firms such as Endava, Luxoft, Cognizant, NTT Data and Accenture are the largest scaling engines. Banks, telecoms and product companies compete for the same engineers. In practice you are not competing within your sector; you are competing with the whole market, and your employer brand is judged against companies candidates already know.
What do Romanian tech professionals expect from an employer?
Across hubs, between 65% and 77% are open to a job change, so retention is an active task from day one. Pay leads: 86% of Bucharest professionals say the company paying well is a top criterion, and 74% name increasing their salary as a professional objective. Beyond pay they look for investment in well-being, a clear promotion path, complex projects and new technology. Work from home is the most common benefit at 74% in Bucharest, with the typical benefits package worth about €143 to €171 a month.
Does Romania work for shared services and GBS operations, not just engineering?
Yes, and it is one of the most established uses of the market. We have staffed complete business services centers here: a 60-person GBS center launched in five months with its executive team first, covering finance and accounting, procurement, master data and project management; a 30-person finance operations team across accounts payable, accounts receivable and general ledger in three months; and 450 hires over 24 months for a telecom group's network operations and customer support center.
Should we consider Romania for AI and data capability?
Yes, with realistic sizing. Romania has about 3,600 AI/ML engineers, 2,592 data engineers, 867 data scientists and only 239 data architects, concentrated in Bucharest and Cluj. That is enough to build a strong team of 10 to 30 people, not a hundred quickly. Demand is accelerating faster than any other category, so the practical strategy is to hire the senior core early and build the rest through upskilling from the large adjacent pools of software and data analysts.
What is the attrition rate in the Romanian tech market?
Between 8% and 17% depending on the city. Bucharest and Timișoara sit at about 17%, Cluj at 16%, Iași and Brașov at 15%, Sibiu at 9% and Craiova at 8%. Smaller hubs trade a smaller talent pool for noticeably better stability, which is often the right trade for support, QA and delivery teams.
